What is property tax?

Property tax is a tax based on the value of real property. Counties, cities, towns, villages, school districts and special districts each raise money through the real property tax. The money funds schools, maintains roads, pays for police and fire protection, and other municipal services enjoyed by homeowners.

What determines the amount of a Property Tax Bill?

The amount of a property tax bill is determined by two things: the property's taxable assessment and the tax rates of the taxing jurisdictions in which the property is located.

What is a property tax assessment?

An annual determination by the Department of Assessment, which consists of a total assessed value, a taxable assessed value, and a tax class designation.

How is my property tax determined?

Nassau County's taxing jurisdictions range in size from the county itself to towns, cities, villages, local school districts, library districts, and other special districts providing specific services to people in their boundaries. Of course, you only pay taxes in a few of them, the exact number varies depending on where you live.

With the exception of cities and those villages which establish their own tax rolls for city and village purposes, each year these taxing jurisdictions examine the assessment roll prepared by the Department of Assessment and establish budgets which determine the tax levy (amount of money to be raised by property taxes).

Taxes for village or city purposes and for school purposes are billed separately. The tax rates for all the other taxing jurisdictions in which your property is located are added together and that consolidated tax rate (per hundred) multiplied by the assessment of your property equals your property tax for county, town, and special district purposes.

What is market value?

The most probable price at which a property would sell if offered for sale under ordinary circumstances. For private homes, value is usually estimated by comparison with similar [homes].

Why should I challenge my assessment?

If you feel that the municipality has given you a market value that is more than you feel your house is worth in today's market you should challenge your assessment. If you feel your neighbors may be paying less than you, you should challenge your assessment. Under New York State Real Property Tax Law (Section 730 NYRPTL) homeowners are entitled to reduce their Property Tax Assessment a maximum of 25% per year. The municipality does NOT notify you of your eligibility. It is up to you to find out for yourself. We can qualify you! There is no cost to qualify. (To qualify go to application)

Should I challenge my assessment if I own a private home and think the market value estimate is too high?

Yes. Review sales of similar houses in your neighborhood to determine what your house would sell for if you put it on the market. The sales should be as recent as possible.

What if I own investment or a business property?

In order to file a grievance it must be an owner occupied 1, 2 or 3 family home. You must live in it to seek relief.

What if I live in an incorporated village or city?

Every property has a county assessment that is used for school taxes (except in Glen Cove) county, town, and special district taxes. Most villages and the cities of Glen Cove and Long Beach use their own assessment rolls for village or city taxes.

When is filing time?

What is the penalty for filing late?

Late filing is not permitted. If you miss the deadline, you have to wait until next year to file and begin saving.

I am on the STAR program, will this affect my star?

A grievance reduction is in addition to any exemptions you may already have.

Can I apply on my own?

Will my reduction be retroactive?

Reductions are not retroactive. The reduction will be reflected in your next tax bill and subsequent bills, until your property is reassessed.

What if my request is turned down?

Your property taxes will remain unchanged. There are no penalties, and you can file again next year if you choose.

Will filing for a reduction affect my exemptions?

Filing for a reduction will not affect STAR, Veterans, Seniors, Clergy or other real estate tax exemptions. Existing benefits will continue, and your eligibility for new benefits is not compromised.

Is it a good idea to sign up with several tax services?

No. Signing with more than one service has two nasty consequences. It confuses the assessment review panel deciding your case, and it obligates you to pay each service when a reduction is achieved.
